Greater Iowa City, Inc. is partnering with the local rapid response team led by IowaWORKS and other regional leaders in the workforce to ensure the community is ready and responsive when major business disruption occurs. A major layoff impacts more than just one company. It affects households, schools, and entire neighborhoods.
Building a strong economy means preparing for both growth and disruption. Johnson County has a strong and diverse economy that enhances resilience in the face of change or disruption. As we’ve seen in recent months, businesses may adjust their workforce in response to market fluctuations. When businesses make difficult decisions that impact their employees, systems are in place to help ease the transition for individuals and the broader community. One of these is the Worker Adjustment and Retraining Notification (WARN) Act.
The WARN Act ensures that employers give advance notice, typically 60 days, before large-scale layoffs or closures. This early notice allows state and local partners to coordinate support for affected workers, including access to job training, career guidance, and employment resources.
Once a WARN notice is issued, Iowa Workforce Development activates its Rapid Response Team. This team works directly with the impacted business, local government officials, and community organizations to respond quickly and effectively. Support can include unemployment insurance, job search assistance, and access to retraining programs. The team also helps connect displaced workers with nearby employers who have openings, creating a smoother path to re-employment.
