Built on the guiding principles of representative leadership, collaboration, and a growth mindset, the Better Together 2030 All In Vision is the first ever regional strategic and community-led plan. Released in 2022 after more than a year of stakeholder and public engagement and trust building, the All In Vision establishes a shared direction for Johnson County through 2030. It defines priority work areas and identifies transformational projects that require institutional leadership.

The plan is organized by five pillars:

  1. Champions of the Natural Environment
  2. Authentic, Vibrant Neighborhoods and Districts
  3. A Well-Connected Mobile Region
  4. A Thriving, Inclusive Economic Ecosystem
  5. Re-Imagined Human and Social Services

Recently, Johnson County has made notable progress towards Pillar 1: Champions of the Natural Environment. This pillar, led by Think Iowa City, has two main components:

  1. Making the Iowa River a signature destination for residents and visitors.
  2. Deepening partnerships between the University of Iowa and regional stakeholders to develop and execute sustainable environmental practices and clean, renewable energy.

Recent Progress Check: University of Iowa and University Heights’ New Land Agreement to Bring New 36-Acre Trail System

In mid-November, City of University Heights and the University of Iowa announced a land agreement that significantly advances Pillar 1 of the All In Vision plan. Under the agreement, University Heights is set to develop a new trail system on forested land using a new easement that grants the city access to roughly 36 acres of university-owned woodland. The land in the agreement is nestled between multiple University of Iowa and University Heights properties.

Planned with assistance from Think Iowa City, the project will include a mix of paved and unpaved trails, multiple overlooks and entry points, and connections to nearby trail networks. The design will prioritize preservation of mature trees, ravines, and the site’s natural topography. The City of University Heights will fund all aspects of the project, including design, construction, maintenance, and insurance, to ensure the lasting stewardship of this shared natural resource.

By formalizing a partnership with the University of Iowa and expanding access to protected green space, the project directly advances Pillar 1 by strengthening regional collaboration and enhancing environmentally responsible outdoor amenities.

Other Notable Pillar 1 Success Stories

The City of University Heights and University of Iowa collaboration is one of several recent successes advancing the region’s environmental vision. Since the All In Vision’s adoption just over three years ago, environmental leaders across Johnson County have delivered meaningful progress:

  • The Iowa City Community School District announced five new outdoor classrooms, expanding hands-on environmental learning across the district.
